ARIPO 36th Session Administrative Council and Council of Ministers Meetings in Zanzibar, United Republic of Tanzania

As mentioned in the previous newsflash, Fernando dos Santos has been elected as the new ARIPO Director General for the term starting January 2013. Last week ARIPO held its 36th Session Administrative Council and Council of Ministers Meetings in Zanzibar, United Republic of Tanzania.

The opening ceremony included addresses by his Excellency, Maalim Seif Sharrif Hamad, First Vice-President of Zanzibar and WIPO’s Deputy Director General, Development Sector, Geoffrey Onyeama.

The meetings were attended by ARIPO Officials as well as delegates from each of the member countries’ Patent and Trade mark Offices. At the present time, there are seventeen ARIPO states to the Harare Protocol, namely: Botswana, Gambia, Ghana, Kenya, Lesotho, Liberia, Malawi, Mozambique, Namibia, Rwanda, Sierra Leone, Sudan, Swaziland, Tanzania (Tanganyika), Uganda, Zambia and Zimbabwe.

ARIPO Officials and member country delegates

In addition to the above delegates, a number of delegates from ARIPO Observer countries as well as IP practitioners attended the meetings. The ARIPO Observer countries are: Algeria, Angola, Burundi, Egypt, Eritrea, Ethiopia, Libya, Mauritius, Nigeria, Seychelles, South Africa, and Tunisia.

During the meetings various working documents, activities, proposals, initiatives and others were discussed and decisions taken. Some of the issues addressed included:

  • Implementation of the Mandate on the Protection of Copyright and Related Rights
  • Proposed Amendment of the Harare Protocol relating to Patents, Registered Designs and Utility Models
  • Proposed Amendment of the Banjul Protocol relating to Trade Marks
  • Draft Legal Framework for the Protection of New Varieties of Plants
  • Report on Implementation of the Mandate on Genetic Resources, Traditional Knowledge and Expressions of Folklore
  • Report on Implementation of ARIPO Academy and Training
  • Proposed Accreditation, Examination and Training Methodology for ARIPO Patent Agents and Attorneys
  • Proposed that ARIPO joins the Madrid Protocol
