An inspector is entitled to take various steps if he is reasonably satisfied in terms of the affidavit in support of the complaint: 

·        that the person laying the complaint prima facie qualifies as a complainant;

·        that the intellectual property right in question prima facie subsists;

·        that the goods claimed to be protected goods are prima facie protected goods; and

·        if the suspicions of the complainant appear to be reasonable in the circumstances.
